Artxibo OCRPROPOSED AMENDMENTS AND JUSTIFICATION We propose that EuroVelo, the European cycle route network, should be included within the Trans-European Transport Network (TEN-T). This paper explains how it could easily be incorporated within the "Proposal fora Regulation on Union guidelines for the development of the trans-European transport network" (COM/201 1/0650 final/2 - 201 1/0294 (COD)) and justifies its inclusion. The Lisbon Treaty made no distinction between motorised and non-motorised vehicles: "The Provisions of this title shall apply to transport by rail, road and inland waterway"1. However, the proposed guidelines do not take a consistent approach to this issue. Within Article 4 (Line 75), it states that one of the objectives of the TEN-T is "the development of g|| transport modes in a manner consistent with www.edtom Page 1 /3 ensuring sustainable and economically efficient transport in the long term" (emphasis added). Another objective (Line 76) is the "optimal integration and interconnection of all transport modes"" (emphasis added) and in Article 43, it states that "Transport infrastructure shall allow seamless mobility and accessibility for a[[ users" (again emphasis added). However, at the point in the document where it describes road transport infrastructure (Article 20), the language changes and references are instead made to "motor traffic" (see Lines 183, 184, 185). It is worth noting that it is currently estimated that over 70% of EuroVelo routes are located directly on public roads. The ECF considers that a simple addition to the guidelines would make the regulation more coherent, enable it to be in conformity with the Lisbon Treaty and reflect the wishes of the European Parliament by including the European cycle route network in the TEN- TH b) The proposed guidelines make numerous references to cutting greenhouse gas emissions (for example: Line 22, Article 2 Line 69, Article 4 Line 78) but at the moment it only refers to motorised traffic and makes no explicit reference to cycling, one of the most C02 neutral forms of transportationH c) One of the objectives of the TEN-T is to ensure that the network is "economically efficient" (Article 4, Line 69). Cycling infrastructure provides the fastest return on investment amongst transport infrastructure. A study commissioned by the European Parliament in 2009 estimated that once completed the EuroVelo network will generate almost €5 billion direct revenue every yearv. According to latest estimates it will only cost approximately €1.5-2.5 billion to complete the entire EuroVelo network (including the sections outside of the EU) by 2020. d) The proposed guidelines make several references to improving accessibility to all the regions, including the remote and outermost regions, and not only the main hubs (for example: Line 10, Article 4 Line 71). The European cycle route network is a perfect tool for achieving this because there are routes located in all EU countries and nearly all regions. Moreover, the routes do not just follow the main transport corridors but also pass through more traditionally remote areas. e) Under Article 21 (Line 188), the proposed guidelines refer the safety of road transport infrastructure and the need to be in conformity to Directive 2008/96/ECvl. However, whilst the Directive makes reference to ensuring that "cycle tracks" are considered in road safety audits for infrastructure projects, this approach is not followed in the proposed guidelines, which neglect to mention cycle paths under either Article 20 Line 184 (ii) or Line 185 (ii).
